I want to send about 200,000 email to my listing. I do not know what is the best way and cheapest way to doing it. I’ve already find some sites, but this is my first time, and this is going to be a real marketing. I want to make sure that not me and not my internet provider get blocked. please help .Thanks

You need to find an Email Marketing service that is willing to do that for you. If they send it out, then they get blocked, not you. But the big question is: how did you acquire the list?
If you purchased the list, then you can totally forget about it.
Remember, that if people start hitting the spam button on your message, then the contents in the email also get blacklisted including your domain name. and once that happens, you will find yourself in a big trouble.
